Graduate school history

Northwest Samar State University (NwSSU) is situated at the heart of the educational vicinity of Calbayog City. It had its inception on November 16, 1960 by virtue of Republic Act No. 2441 enacted on June 21, 1959, as a vocational high school, known as Tiburcio Tancinco Memorial Vocational School (TTMVS).

Like any other educational institution which aspired to grow and be considered a conveyor of quality education for the people in this part of Samar, TTMIST was elevated to a school of higher education by Batas Pambansa Blg. 40 on January 1, 1980. On November 17, 1982, it was converted into a state college by virtue of Batas Pambansa Blg. 304 (College Charter).

As an educational institution of higher learning, it has its mission of providing professional instruction, vocational training, research, advanced studies and progressive leadership in the fields of science, technology and vocational education. Living up to this mission, the Institute expanded its curricular offerings by opening a graduate program which took effect on June, 1989 and the NwSSU Graduate School started offering Master of Arts in Industrial Education with majors on Administration and Supervision and Curriculum and Instruction.

Rallying behind the national development goals in the field of Science and Technology, it also offered Master of Arts in Science Teaching (MAST) majors in General Science and Mathematics catering to the needs of its clientele teaching in the elementary and the secondary schools in its service areas. Hence, the NwSSU Graduate School has contributed to the realization of the country’s and regional goals in general, and that of Calbayog City in particular.

Due to the compelling request of the other industries who believed that education was the best avenue for personal and professional development, Master in Public Management (MPM) was then offered on June, 1993.

Bountifully, the approval of the budget function for advanced studies and research on June, 1993 gave the Graduate School a promising future that encouraged the Dean to propose for more courses. Master in Library Administration, Doctor of Education, Master of Science in Guidance and Counseling, and Master in Business Administration were approved by the NwSSU Board of Trustees in the second semester of the same school year. These additional programs became indicators of the trust and confidence of Calbayognons and those from its neighboring municipalities and provinces on the quality of instruction exhibited by the NwSSU Graduate School to its clientele which in turn was considered by the administration and faculty members as a great challenge to them.

During the early part of 1996, due to the incessant request of the elementary and secondary school teachers, the Graduate School changed the nomenclature of Master of Arts in Industrial Education (MAIE), majors in Administration and Supervision and Curriculum and Instruction to Master in Education (M.Ed.) with the same specializations. However, the Master of Arts in Industrial Education (MAIE) had Home Economics and Livelihood Education (HELE) for elementary, and Technology and Home Economics (THE) for secondary as its majors.

In consonance with its avowed goal and dynamism, on June, 1999, it started offering the Doctor of Management to cater to the demands of our graduates from the business and other related industries, while to answer the need of the engineering college graduates for professional advancement, the Dean of the College of Engineering proposed the degree, Master in Engineering Management, approved by the Board of Trustees and started the program during the School Year 2002-2003. In 2008, another program offering, namely Master of Science in Information Technology was offered catering to the technology industry.

However, in 2015, the NwSSU Graduate School was decentralized and the programs were distributed to the different colleges in the University in order to vertically align all graduate offerings to its baccalaureate counterpart, but by virtue of Board of Regents Resolution No. 119, series of 2018, the Graduate School was re-established as one (1) academic unit wherein program offerings were centralized again and all graduate programs were returned to the unit.

In 2019, the CHED issued Memorandum Order No. 15, series of 2019 that provided the policies, standards, and guidelines for graduate education all throughout the country. As a result, all graduate programs of the University underwent revisions and some new programs were offered. With this, BOR Resolution No. 50, series of 2021 approved the curricular revision of the MAED, MEM, MSGC, and MSIT programs. On the other hand, BOR No.51, s.2021 approved the curricular revision and change of nomenclature of the Doctor of Management (D.M.) to Doctor of Philosophy in Management (Ph.D.-Man); Doctor of Education (EdD) to Doctor of Philosophy in Education major in Educational Administration; Master of Arts in Science Teaching major in Mathematics (MAST-Math) to Master of Arts in Mathematics Education (MAME); Master of Arts in Science Teaching major in General Science (MAST-General Science) to Master of Arts in Science Education (MASciEd); Master in Business Administration (MBA) to Master of Arts in Business Administration (MABA); and Master in Public Management (MPM) to Master of Arts in Public Management (MAPM). In addition, BOR Resolution No. 52, series of 2021 approved the offering of new programs like the Master of Arts in Education major in Language Teaching, Master in Education major in Administration and Supervision and Curriculum and Instruction, Master in Mathematics Education, and Master in Science Education.

In 2021, through BOR Resolution No. 51 series of 2021, program offerings like the Doctor of Management (DM) to Doctor of Philosophy (PhD) in Management-Academic Track, Doctor of Education (EdD) major in Educational Management to Doctor of Philosophy (PhD) in Education-Academic Track, Master of Arts in Science Teaching major in Mathematics (MAST Mathematics) to Master of Arts in Mathematics Education (MA MATHED)-Academic Track, Master of Arts in Science Teaching (MAST) major in General Science to Master of Arts in Science Education (MA SCIED)-Academic Track, Master in Business Administration (MBA) to Master of Arts in Business Administration (MA-BA)-Academic Track, and Master in Public Management (MPM) to Master of Arts in Public Management (MAPM)-Academic Track.

In the following year, the Doctor of Philosophy (PhD) in Education-Academic Track undergone another change in nomenclature to Doctor of Philosophy (PhD) in Education major in Educational Administration-Academic Track through the BOR Resolution No. 78 series of 2022 while in 2023, another major was added to the Master of Arts in Education program which was the Cultural Education through BOR Resolution No. 20 series of 2023. Just last year, the Master of Science in Information Technology changed its nomenclature to Master in Information Technology (MIT) through BOR Resolution No. 51 series of 2024.

Currently, the NwSSU Graduate School hopes to cope with the standards of graduate education and be instrumental in the realization of the national development goals and the University’s vision and mission. There are more things coming for the University. The NwSSU Graduate School believes that if we remain focused on realistic goals that align to the needs of the academic community, the breadth of vision, mission, and core values, could encourage a truly collaborative, inclusive process of learning as we respond to the changing demands in education.

ACADEMIC POLICIES AND GUIDELINES

The NwSSU Graduate School willingly accommodates students who meet its academic standards and who are qualified to acquire graduate education, abiding by the rules and policies of the University.

Admission And Registration

Program Requirements

A student who seeks admission to the doctoral or master’s program of the University must meet the following requirements:

1.1 Doctoral Program

Appropriate master’s degree in the area applied for or their equivalent from a CHED-recognized higher education institution on a thesis program.
A Grade Point Average (GPA) of 1.8 (80%) or better.
An IQ Score of 88 or better, or equivalent to Average and higher.
For Graduates of a non-thesis Master’s programs (BOR No 41, series 2023)
Applicants who are graduates of a non-thesis Master’s programs are required to write and complete a master’s thesis. The adviser and the thesis committee shall review and approve the thesis paper. Enrolment with thesis writing may be made with thesis writing alone or together with one (1) doctoral course, depending upon the student’s preference.
Failure on the part of the student to complete his/her thesis writing within the first two (2) years upon submission will invalidate all the courses earned in the program.
The requirement on thesis writing may be waived by the applicant if any of the following conditions were engaged in prior to their admission in the doctoral program.
The applicant has at least one (1) publication (sole authorship or with the research paper adviser whenever applicable) in a peer-reviewed, accredited, and recognized research journal indexed in Scopus, Web of Science (WOS), or ASEAN Citation Index (ACI)/CHED.
The applicant had been teaching research courses in highschool or college for at least three (3) years.
The applicant has earned at least six (6) units of bridging research course.

For Graduates of Non-Vertical programs (BOR No 41, series 2023)

Applicants who intend to pursue doctoral programs with master’s degrees not in Educational Administration or Management but with a thesis are required to take a total of 6 units of core courses offered in the Master’s program in Education or Management. These core courses may be taken all together in a semester or together with one doctoral course.

1.2 Master’s Program

An appropriate bachelor’s degree for the master’s program option from a CHED-recognized higher education institution.
A Grade Point Average (GPA) of 2.5 (80%) or better.
An IQ Score of 88 or better, or equivalent to Average and higher.
Evidence of suitable background in the field of study must be sought. An applicant with bachelor’s degree in an unrelated field may be allowed to pursue the program provided he/she takes 9 units of the appropriate undergraduate courses.

2.Admission

2.1. Admission Status

Regular students are prospective candidates for the master’s/doctoral degrees. They may either be part-time or full-time students.

2.2. Admission Procedure (BOR Referendum No. 17, s. 2022)

2.2.1 The applicant prepares the following documents and other requirements for submission to the Graduate School Office:

Official Transcript of Official Records (TOR)
Accomplished Student Information Sheet
2″x2″ ID Picture with Name Tag
1 pc Long Brown Envelope
Statement of Purpose of not less than 250 words
Copy of the Result of the Test of English as a Foreign Language (for foreign students whose medium of instruction is NOT English)
Interview

2.2.2 Applicant submits the admission requirements to the Graduate School Office and waits for the acknowledgment.

2.2.3 The Dean of the Graduate School evaluates the Transcript of Records (TOR)

2.2.3.1 If the applicant is qualified to pursue the program, an endorsement slip to proceed for the interview, registration and enrolment will be issued. The following are the basic qualifications that will be considered when evaluating the TOR:

2.2.3.1.1 TOR from a CHED-recognized program.

2.2.3.1.2 Grade Point Average of 2.5 (80%) or better, or its equivalent for the master’s program, and 1.8 (80%) or better, or its equivalent for the doctoral program.

2.2.3.1.3 Alignment of the undergraduate degree to the graduate program applied for.

2.2.3.2 If the applicant fell short in complying section 2.2.3.1.2 above, he/she may be endorsed for registration and enrolment but will be classified as under probationary status for 1 semester until a grade point average of at least 1.8 for the master’s program or 1.8 in the doctoral program is maintained. In this case, he/she will be considered on a regular status for the succeeding semesters. Failure on the part of the student to comply with this provision will prohibit him/her from further his/her enrolment in the program.

2.2.3.3 If the applicant is not qualified, he/she will be informed by the Graduate School Office through available communication media.

2.2.4 The Program Chair reviews and evaluates the Statement of Purpose submitted by the applicant, and endorses the same for acceptance/rejection to the Dean of the Graduate School.

2.2.5 The Dean of the Graduate School shall interview the applicant to verify the authenticity/originality of the documents, Statement of Purpose and other personal information of the applicant.

2.2.6 Applicant registers to the Office of the University Registrar. The following documents will be submitted to the Office of the University Registrar:

Official Transcript of Records (TOR) from school last attended.
Honorable Dismissal
PSA (Certificate of Live Birth) Original Copy
PSA — Original Copy of Marriage Contract (for married female students only)
One (1) copy of latest 2×2 ID Picture
One (1) long, brown filing envelope

2.2.7 After successful registration, the Office of the University Registrar will inform the applicant of the required documents for submission.

2.2.8 Applicant submits all required original documents at the Office of the University Registrar.

2.2.9 In cases where applicants failed to submit the original copy of the documents such as the Transcript of Official Records and other required documents for reasons beyond the control of the applicant, he/she may be admitted on probation or temporary basis until such time when his/her official documents from the school previously attended were received.

2.2.10 Applicant enrolls in his/her chosen program.
