Key officials of Northwest Samar State University (NwSSU), including deans and directors from various divisions, gathered on March 25, 2025, at the 2nd Floor of the Business Development Center (BDC) for the 9th Management Review Committee (MRC) Meeting. This meeting served as a crucial platform to evaluate the university’s Quality Management System (QMS), ensuring its alignment with institutional goals and adherence to quality standards. The meeting focused on multiple agenda which included assessing the university’s mandate and functions, reviewing the status of previous management reviews, and identifying changes in internal and external issues relevant to QMS. Discussions also tackled customer satisfaction and feedback from research, innovation, and public service activities from 2024 to the present, the conformity of processes, and the adequacy of resources. Officials analyzed the effectiveness of actions taken to address risks and opportunities, examined internal audit results from Cycle 2024, and discussed the performance of external providers. Opportunities for improvement were also explored, highlighting NwSSU’s continuous pursuit of institutional excellence. The gathering emphasized the importance of fostering a responsive, data-driven approach to achieving quality objectives and addressing non-conformities through proactive corrective actions. In addition, the university reaffirmed its commitment to improving operational processes and service delivery, ensuring that all actions align with its mission to provide high-quality education and public service. Procurement Unit Enhances Capabilities on New Government Procurement Act

The Procurement Unit of Northwest Samar State University (NwSSU) took a significant step towards enhancing its capabilities by participating in a training program on the New Government Procurement Act (NGPA) Implementing Rules and Regulations (IRR). The program, titled “Procurement in Transition: Aligning with the NGPA,” was held on March 13-14 at the GPPB-TSO Bldg. in Quezon City. The training program aimed to equip the Procurement Unit with the necessary knowledge and skills to navigate the new procurement landscape under the NGPA. The delegation, led by Dr. Ramil S. Catamora, Bids and Awards Committee (BAC) Chair, and Ms. Florliza A. Morilao, Procurement Unit Head, actively participated in lectures, Q&A sessions, and online assessments to maximize their understanding of the NGPA. The NGPA, also known as Republic Act No. 12009, was enacted to promote good governance, transparency, and accountability in government procurement. It governs the procurement process for all branches and instrumentalities of the national government, including state universities and colleges, government-owned and controlled corporations, and local government units. With the enhanced capabilities of the Procurement Unit, NwSSU is expected to benefit from improved procurement processes, increased transparency, and accountability. The NGPA’s streamlined procurement process, new procurement modalities, and emphasis on sustainable procurement will enable the university to achieve better value for money while minimizing environmental impact.

Innovation in Action: NwSSU’s SIPAG Project Approved by NEDA for 2024 Innovation Grant

Northwest Samar State University (NWSSU) has secured a significant milestone after its project, “SIPAG of Vegetable Farms: Solar-Powered Irrigation and BioPesticide Application Grid with Mobile Control,” was selected as one of the 13 recipients of the 2024 Innovation Grants from the National Economic and Development Authority (NEDA). This groundbreaking project was conceptualized and proposed by Mr. Felix John M. Refamonte, a faculty member of the College of Agriculture and Technology, who spearheaded the development of the SIPAG initiative.  SIPAG, which stands for Solar-Powered Irrigation and BioPesticide Application Grid, revolutionizes agricultural practices by integrating renewable energy and modern technology. The project focuses on utilizing solar-powered irrigation systems to provide a continuous and cost-effective water supply for vegetable farms. By harnessing solar energy, farmers can reduce their reliance on traditional fuel-powered machinery, decreasing operational costs and promoting environmental sustainability.  The initiative also emphasizes the application of biopesticides, offering an eco-friendly alternative to chemical pesticides. This approach enhances crop protection and production while maintaining soil health and biodiversity. Furthermore, the integration of mobile control systems enables farmers to monitor and manage irrigation and pest control processes remotely, increasing efficiency and productivity.  The approval of SIPAG aligns with the goals outlined in the National Innovation Agenda and Strategy Document 2023-2032, showcasing Filipino ingenuity in addressing local agricultural challenges. By adopting innovative solutions, NWSSU aims to enhance food security, improve farmers’ livelihoods, and promote sustainable agricultural practices nationwide.  The SIPAG initiative represents a significant step towards modernizing Philippine agriculture by integrating renewable energy and smart technologies. Fueling the Future: NwSSU Joins DOST TTCC Zonal Conference to Propel Innovations

Cebu City — Northwest Samar State University (NwSSU), represented by Dr. Riz Rupert L. Ortiz, Vice-President for Research, Innovation and Extension, and Dr. Joseph Emil A. David, Director of Research and Development Services, took part in the Department of Science and Technology’s (DOST) Technology Transfer, Communications, and Commercialization (TTCC) Zonal Conference for the Visayas Cluster on February 20, 2025, at Cebu Technological University. The conference introduced Program PROPEL, DOST’s commercialization arm designed to accelerate the transformation of scientific and technological innovations into successful enterprises. The event also highlighted other progressive initiatives, including STI4SDGs (Science, Technology, and Innovation for Sustainable Development Goals) and PAGTANAW 2050, a long-term roadmap to align the Philippines’ STI efforts with global sustainability goals. DOST Assistant Secretary for Technology Transfer, Communications, and Commercialization (TTCC), Dr. Napoleon K. Juanillo, Jr., opened the conference, emphasizing the need for stronger collaborative innovation between academic institutions, government agencies, business chambers, and private enterprises. Cebu Technological University President Dr. Joseph C. Pepito and Cebu City Mayor Raymond Alvin Garcia delivered welcome messages, both expressing enthusiasm and optimism for the flagship projects. NwSSU Takes Steps Towards Full Compliance in PRC Food Tech Program Evaluation

Northwest Samar State University (NwSSU) key officials and representatives from the Professional Regulatory Board (PRB) of the Professional Regulation Commission (PRC) convened today at 8 AM in the NWSSU Board Room to inspect and evaluate the university’s Food Technology program. This evaluation aimed to assess NWSSU’s compliance with the Policies, Standards, and Guidelines (PSGs) set for the Food Technology program. Dr. Gil Leovigildo A. Ancheta, speaking on behalf of University President Dr. Benjamin L. Pecayo, formally opened the meeting. Hon. Anthony C. Sales, Chairperson of the PRB for Food Technology, emphasized the importance of periodic evaluations, stating that all higher education institutions (HEIs) offering Food Technology must undergo PRC inspections every three years for recertification. The evaluation, led by PRB Chairperson Hon. Anthony C. Sales, alongside Hon. Remedios V. Baclig and Mr. Jericho O. Espada, focused on ensuring NwSSU’s alignment with the PSGs for the Food Technology program. Compliance is essential for the Bachelor of Science in Food Technology (BSFT) program to secure a Certificate of Compliance (COC), which enables graduates to take board examinations and enhances their employability. Ms. Maria Nofrelij J. Cuadra, the BSFT Program Chair, led the presentation detailing NWSSU’s actions to address previous inspection findings. These actions included facility renovations, budgeting for recommended equipment, and implementing faculty and staff development programs. The discussion also covered the status of past program graduates. The PRB made several recommendations to elevate the program further, including the proposal to issue graduates a Certificate in Food Technology (FT). This certificate would allow graduates to seek employment in the field without the necessity of board examinations, thereby increasing their employability. Following the evaluation, NWSSU was recognized for its progress toward full compliance. The university is optimistic about closing the remaining gaps necessary for achieving this status. Dr. Benjamin L. Pecayo, University President, delivered a message underscoring the university’s commitment to addressing the evaluation results and enhancing the program. In closing, Dr. Ramil S. Catamora, Vice President for Academic Affairs, expressed confidence that through ongoing improvements and collaboration, NWSSU would soon achieve full compliance. This achievement would ensure that Food Technology graduates are well-equipped to enter the industry and pursue licensure.

NwSSU Hosts RIE Seminar on Scholarly Publishing

Last December 12, 2024, the Research, Innovation and Extension of Northwest Samar State University successfully conducted a seminar series on “Publication of Scholarly Papers in SCOPUS, WoS, and ACI Journals for Faculty Researchers” at the RIE Conference Room. The seminar, led by Engr. Ronald L. Orale, PhD, Professor VI of Samar State University, was designed to prepare and provide faculty researchers publishing strategies for top-tier journals. The topics covered included fundamentals and journal matching, fundamentals of research publishing, structuring a research paper, writing with AI and technology, and finalizing manuscripts. The event concluded with peer feedback and a group photo, marking a productive day of learning and innovation. This milestone advances the mission of the university in producing high impact researches and innovative solutions responsive to the local and global communities.
