NwSSU, LGU Calbayog Seal MOA for Enhanced Flood RisK Management

Northwest Samar State University (NwSSU) and the Local Government Unit (LGU) of Calbayog formally strengthened their collaboration through the signing of a Memorandum of Agreement (MOA) on August 15, 2025, at the NwSSU Business Development Center. The agreement centers on the Flood Guard Calbayog initiative, a system designed to deliver accurate and dependable flood risk maps using Automated Weather Station (AWS) precipitation and weather data. The partnership outlines NwSSU’s commitment to ensure the system’s reliability, provide technical assistance, conduct training for LGU personnel, and share relevant data in compliance with privacy and security regulations. Meanwhile, the LGU commits to integrating the flood risk maps into disaster risk reduction plans, assigning trained personnel, and ensuring the responsible use of shared data. Present during the signing were Hon. Raymund C. Uy, City Mayor of Calbayog; Dr. Benjamin L. Pecayo, NwSSU President; Mr. Augusto L. Magdaraog, City Administrator; Dr. Riz Rupert L. Ortiz, Vice President for Research, Innovation, and Extension; and Dr. Sandro Daguman, City Disaster Risk Reduction and Management Officer. NwSSU Researchers Clinch 3rd Place in VICARP Cluster 2 Best Paper – Completed Research Category

Northwest Samar State University (NwSSU) researchers earned distinction after placing third in the Best Paper – Completed Research Category during the VICARP Cluster 2 Inter-Agency Level 2 RDE Review held on August 7–8, 2025, at the Business Development Center, 2nd Floor, NwSSU Main Campus. The recognized study, “Species Composition, Structure, and Phytoremediation Potential of Plant Species for Cu, Zn, As, and Pb Along the Riparian Zone of Taft River, Eastern Samar,” was authored by Eduardo G. Espejon, Venecio Ultra, Jr., Shian A. Morallos, Jessie R. Sabijon, Zaldee Nino Tan, and Feleciano R. Bejar. The research examined the diversity, ecological structure, and phytoremediation capacity of plant species along the Taft River, focusing on their ability to absorb heavy metals such as copper (Cu), zinc (Zn), arsenic (As), and lead (Pb). The findings offer valuable insights into environmental management and pollution mitigation strategies. This recognition highlights the researchers’ dedication to producing high-impact studies that address pressing environmental concerns, and strengthens NwSSU’s commitment to advancing sustainable, science-based solutions for the region.

Milestone Realized: NwSSU’s Civil Engineering and Architecture Programs Earn Certificate of Program Compliance

Northwest Samar State University (NwSSU) has marked another milestone in its academic advancement as two programs under the College of Engineering and Architecture (CEA) officially received the Certificate of Program Compliance (COPC) from the Commission on Higher Education (CHED) Regional Office VIII. The Bachelor of Science in Civil Engineering (BSCE) with specialization in Construction Engineering and Management, and the Bachelor of Science in Architecture have been granted the Certificate of Program Compliance (COPC) by the Commission on Higher Education. These recognitions certify that both programs meet CHED’s prescribed minimum requirements, ensuring their continued offering at the NwSSU Main Campus in Calbayog City, Samar. University President Dr. Benjamin L. Pecayo, CEA Dean Engr. Ignacio G. Tocayon, and Vice President for Academic Affairs Dr. Ramil S. Catamora represented NwSSU in receiving the certificates. The achievement follows a series of rigorous preparations, documentary compliance, and program evaluations, including the CHED ocular inspection on July 31, 2025. The COPC grant is the result of sustained institutional effort aimed at elevating the university’s engineering and architecture programs to meet and exceed national quality standards. The event celebrated the dedication of tourism stakeholders and service providers who successfully completed the FBSE training program and consistently uphold the highest standards of hospitality, anchored in the Filipino core values. Attended by representatives from various tourism-related establishments, government agencies and institutions, the ceremony highlighted a shared commitment to positioning Eastern Visayas as a leading tourism destination distinguished by its culture of warmth, respect, and service excellence. More than a recognition of achievements, the gathering served as a reaffirmation of the region’s collective vision to raise the bar for customer service in the tourism and hospitality industries. DEPDev Region VIII Unites Regional Stakeholders to Advance R&D, Innovation, and Technology

 Palo, Leyte — August 1, 2025 | In pursuit of strengthening regional innovation ecosystems and aligning strategic priorities for the Eastern Visayas Regional Development Plan (RDP) 2023–2028 Midterm Update, the Department of Economy, Planning, and Development (DEPDev) Region VIII successfully hosted the Planning Committee (PC) Workshop on Advance Research and Development (R&D), Innovation, and Technology on August 1, 2025, at Felipina Hall, DEPDev VIII Building, Palo, Leyte. Representing Northwest Samar State University (NWSSU) was Dr. Joseph Emil A. David, Director for Research and Development Services. Dr. David’s participation highlighted NWSSU’s steadfast commitment to regional collaboration and its proactive engagement in shaping the future of research and innovation in the region. The workshop commenced with the welcome remarks of Atty. Jam M. Colas-Villaber, Assistant Regional Director of DEPDev VIII, delivered an opening message, followed by a keynote address from Dr. John Glenn D. Ocaña, Regional Director of DOST VIII, who emphasized the pivotal role of research, innovation, and technology in propelling inclusive and sustainable development across Eastern Visayas. Northwest Samar State University (NwSSU) and Ateneo de Manila University (AdMU) formally entered into a partnership through the ceremonial signing of a Memorandum of Understanding (MOU) held on July 29, 2025, at the Ateneo de Manila University campus in Quezon City. The agreement was signed by Fr. Roberto C. Yap, S.J., President of Ateneo de Manila University, and Dr. Rhio Dimakiling, Vice President for Administration and Finance who represented NwSSU President Dr. Benjamin L. Pecayo This collaboration aims to strengthen both institutions’ commitments to academic advancement, research development, and extension services. It outlines several areas of cooperation, including the exchange of academic resources, joint research initiatives, and the implementation of educational programs and professional development activities. To facilitate the coordination and implementation of these initiatives, the Ateneo Intellectual Property Office (AIPO) will represent Ateneo de Manila University. Meanwhile NwSSU’S Project Development Unit has been designated as the representative for NwSSU. The ceremonial signing was witnessed by Dr. Raphael A. Shaping Tomorrow: NwSSU Joins Regional Pulse to Redefine Business in a Digital Age

  Affirming its role as a driver of regional innovation and digital empowerment, Northwest Samar State University (NwSSU) actively engaged in the 34th Visayas Area Business Conference (VABC), a three-day gathering of business, government, and academic leaders held from July 23 to 25, 2025. With the theme “Visayas Rising: Accelerating Business Growth through Digital Transformation,” the event brought together stakeholders to advance digital readiness among micro, small, and medium enterprises (MSMEs). The conference was hosted by the Philippine Chamber of Commerce and Industry (PCCI) – Tacloban Leyte, Inc. at the Leyte Convention Center in Palo, Leyte. Representing NwSSU were Vice President for Academic Affairs Dr. Ramil S. Catamora, Chief Administrative Officer for Business Affairs Ms. Ivy B. Aligam, and ASBAO Director Ms. Florabel C. Canaman, who joined forums and workshops exploring policy, innovation, and inclusive growth. Insights and Innovation on Day 1 Opening ceremonies included a festive Pintados Festival performance and welcome messages from PCCI Tacloban-Leyte President Eugene A. Tan, PCCI Eastern Visayas Regional Governor Stephanie Diane “Twinkle” Chu, and Palo Mayor Hon. Remedios “Matin” Petilla. The keynote address, “Visayas Rising: Transforming Vision into Business Impact for a Future-Ready Region,” was delivered by Senator Paolo Benigno “Bam” Aquino IV (TBC), followed by a lecture from Converge ICT CEO Dennis Anthony Uy. The first plenary session, “Defining Digitalization,” gathered experts from QBO Innovation Hub, Aboitiz Equity Ventures, and Mynt (GCash), who shared insights on strengthening MSMEs through innovation. A hands-on Digital Readiness Workshop led by Flow21 co-founder Ian Denver Sanchez emphasized practical strategies for digital integration. Day 2: Reimagining Resilient Cities and Inclusive Growth Discussions on the second day focused on future-ready urban planning and inclusive digital economies. In the afternoon, Plenary Session 3: Catalyzing a Future-Ready Economy through Digital Policy, Trade, and Inclusion featured PCCI Chairman George Barcelon, BDO Capital President Eduardo Francisco (TBC), and Pasig City Mayor Hon. Victor “Vico” Sotto (TBC), moderated by Melvin Esteban of WeLead Financial Advisory. Breakout industry roundtables tackled challenges and solutions in tourism, commerce, agri-tech, and food value chains. This included Hackathons, B2B Matchmaking, and Chamber Development. Vietnamese Graduate Students Engage in Academic Exchange with NwSSU and SSU MAEd Programs

CALBAYOG CITY — As part of an ongoing international academic collaboration between Northwest Samar State University (NwSSU), Samar State University (SSU), and Dong Thap University (DThU) in Vietnam, 21 graduate students from DThU visited NwSSU on July 25, 2025, for a meaningful academic exchange program centered on English language teaching. The highlight of the visit was an academic session titled “Language Matters: Reflection”—a key component of the Field Trip course under the Master of Arts in Education (MAEd) major in Language Teaching at NwSSU.   The activity was primarily designed for DThU’s  Master’s Program in Theory and Methodology of English Language Teaching and aimed to provide a collaborative academic platform for exploring pedagogical perspectives and methodologies in English education. The Vietnamese delegation also engaged with the Bachelor of Secondary Education (BSED) major in English program of the College of Education, gaining insights into both graduate and undergraduate instruction within the Philippine context. “This academic visit is part of our master’s program requirement, and it’s been an insightful experience to witness English language instruction from a different Southeast Asian perspective,” shared Mr. Phan Phu Cuong in an interview with The Courier. He emphasized the distinctive academic atmosphere at NwSSU, including its facilities, and appreciated the opportunity to exchange ideas on teaching practices between Vietnam and the Philippines. The 21-member delegation included Truong Vo Thai Thi Thuy, Ngo Thanh, Le Xuan, Dang Hoang, Le Thanh, Tu Ngoc, Nguyen Tuyet Anh, Do Huynh, Trương Thi Thu, Phan Phu, Vo Thi Kim, Le Hai, Van To, Vu Chau Thien, Nguyen Nhut, Nguyen Tuyet, Pham Thi Thanh, Tran Van, Trinh Do Bao, Phan Tran Quoc, and Pham Anh. The academic sessions were led by Mr. Avin Carl V. Cruzada and Mrs. Maria Lourdes Mae V. Billate, both faculty members of the MAEd program, who discussed the structure, focus areas, and innovative methodologies of NwSSU’s graduate-level English education curriculum. Mr. Albros D. Mañanita, BSED English faculty member, offered additional perspectives on undergraduate program delivery. NwSSU extended a warm institutional welcome to the delegates. Dr. Myra L. Bejasa, Director for Internationalization, affirmed, “This collaboration—together with SSU and DThU—marks just the beginning of more academic partnerships that will empower our learners and educators across borders.” As part of the culminating activity for their Field Trip course, select MAEd students—Philip Joseph Franco, John Lloyd Tarrayo, Emelyn B. Menil, and Drake Kian Alera—assisted in guiding the guests around campus, offering academic reflections and personal experiences related to educational planning and research. The visit was further enriched by a mini-exhibit presented by the English Educators Association (EEA) of the BSED English program, showcasing student outputs from various English courses. This allowed the Vietnamese delegates to witness the scholarly and creative work produced by NwSSU’s future English educators. At the exhibit, Dr. Jannel C. Alviola welcomed the delegation, saying, “You are most welcome here at NwSSU. May this visit deepen your learning and broaden your academic vision.” Mr. John M. Tan, Internationalization Coordinator of the Graduate School, served as the master of ceremonies, facilitating the smooth flow of the program while also extending his warm hospitality to the DThU visitors.
