On March 13, 2025, Northwest Samar State University’s (NwSSU) Department of Military Science and Tactics (DMST) successfully conducted the Presentation of Sponsor and Escort Ceremony at the NwSSU Parade Ground. This significant event highlighted the university’s commitment to military training, leadership, and national service. The ceremony was graced by the presence of COL. ARNILO L. SENDAYDIEGO GSC (MI) PA, Chief of Staff of the 8th Infantry Division of the Philippine Army, who served as the Guest of Honor and Speaker (GOHAS). Other notable attendees included PLTCOL DINVIR L. REVITA, Chief of Police, Calbayog City PNP; COL. RAYMUNDO PICUT JR. (GSC) INF PA, Deputy Group Commander of the 8th Regional Community Defense Group (8RCDG); and MAJ. JESUS REYES JR. (FS) PA, Assistant Commandant of NwSSU ROTC. The program began with the arrival of the Guest of Honor and Speaker, followed by the formation and inspection of troops, the Manual of Arms, and the singing of the National Anthem. An invocation was led by Pvt. Bianca Genel B. Bedio PA (Res.), establishing a solemn atmosphere for the event. Engr. Ryan Emil T. Zosa IV, NSTP Director, gave the Welcome Remarks, while Dr. Leovigildo Ancheta, Chief Administrative Officer, represented the University President, Dr. Benjamin L. Pecayo, and shared an inspirational message with the attendees. A significant part of the ceremony was the Reading of Orders and the formal presentation of sponsors and escorts, who are key figures in military ceremonies and traditions. An intermission performance provided an artistic element to the occasion before the formal introduction of the GOHAS by COL. RAYMUNDO C. PICUT JR. COL. ARNILO L. SENDAYDIEGO, in his address, emphasized the significance of discipline, leadership, and patriotism in shaping future military leaders and citizen-soldiers. He also praised the university’s ROTC program for its consistent dedication to promoting national service and reserve force development. A plaque and a token were given as a gesture of appreciation to the Guest of Honor and Speaker. The event wrapped up with everyone joining in the singing of “Pilipinas Kong Mahal,” followed by a Pass in Review, where the assembled troops demonstrated their marching discipline and military demeanor. NwSSU Secures CHED Compliance for Bachelor of Technology and Livelihood Education Program

Northwest Samar State University (NwSSU) continues in enhancing its academic offerings with the recent awarding of the Certificate of Program Compliance (COPC) from the Commission on Higher Education (CHED) for the Bachelor of Technology and Livelihood Education (BTLEd) with a specialization in Information and Communication Technology. The certification, issued by CHED Region VIII Director Dr. Maximo C. Aljibe, certifies that NwSSU Main Campus fulfills the minimum standards set by CHED for the program. This compliance is applicable for the Academic Year 2024-2025 and further reinforces the university’s dedication to delivering quality education in technology and livelihood education. With this latest accreditation, a total of 10 programs within the College of Education (COED) have now obtained COPC from CHED, reflecting NwSSU’s compliance with national standards in higher education. The University community takes great pride in this achievement, as it aligns with the university mission of making accessible and high-quality education for all. Leadership Milestone: Engr. Zosa Joins NARSUC Board, Represents Eastern Visayas

In a significant milestone, Engr. Ryan Emil T. Zosa IV, University Registrar of Northwest Samar State University (NwSSU), has been nominated and appointed as the Regional Representative for Eastern Visayas during the 13th National Convention of the National Association of Registrars of State Universities and Colleges (NARSUC). This appointment also marks his induction into the NARSUC Board of Directors, bolstering the region’s influence in national discussions on higher education registration and records management. NARSUC is a national organization composed of registrars from State Universities and Colleges (SUCs) across the Philippines. It is a platform for collaboration, knowledge-sharing, and policy development to improve records management, enrollment processes, and academic services in higher education institutions. While primarily composed of SUCs, NARSUC welcomes Local Universities and Colleges (LUCs) and other private Higher Education Institutions (HEIs) as members, fostering a more inclusive network of academic registrars working toward standardized and efficient educational processes. The induction ceremony, led by Dr. Tirso Ronquillo, President of the Philippine Association of State Universities and Colleges (PASUC), ushered in a new leadership term dedicated to enhancing policies, streamlining processes, and advocating for the needs of registrars nationwide. NwSSU Key Officials Discuss R.A. 11032 Compliance and Transparency

Key officials of Northwest Samar State University (NWSSU) convened on March 3 2025, in the University Boardroom to discuss and address compliance requirements outlined in SEC Advisory No. 19, Series of 2024. The meeting, led by Dr. Rhio C. Dimakiling, Vice-president for Administration and Finance, focused on the submission deadlines for R.A. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and its Implementing Rules and Regulations (IRR). Discussions centered on ensuring timely compliance with the Anti-Red Tape Authority (ARTA) guidelines, particularly the submission of the Citizen’s Charter and Certificate of Compliance (CoC). With ARTA implementing a unified submission form to streamline the process, NWSSU officials reviewed the updated submission procedure and schedule, emphasizing the implemented deadline for both the CoC and updated Citizen’s Charter. The meeting underscores NwSSU’s commitment to transparency, accountability, and efficiency in delivering public service. Forging Excellence: NwSSU Holds 3-Day Orientation Program for New Entrants

Northwest Samar State University through the Human Resource Development Office(HRDO), in partnership with the Human Resource Management Office(HRMO), hosted a comprehensive 3-Day Orientation Program designed to welcome and integrate new entrants into the organization from February 19 to 21, 2025, on the 2nd Floor of the NwSSU BDC Building Day 1: Institutional Overview and Professional Ethics The program’s first day began with opening remarks from Dr. Riz Rupert L. Ortiz, Vice President for Research, Innovation, and Extension. He emphasized the university’s commitment to fostering a culture of excellence, innovation, and collaboration among its faculty and staff. A pre-test facilitated by Ms. Jenith T. Salem, HRDO-Main Campus Director, and Mr. John M. Tan, HRDO-San Jorge Campus Associate Professor II followed to assess the participants’ knowledge. Ms. Jonah L. Salcedo, Head of the Planning Office, introduced NWSSU’s Vision, Mission, Core Values, and Quality Policy, providing a comprehensive overview of the university’s guiding principles. She emphasized how these foundational elements shape institutional policies and drive the university’s long-term goals. Following this, she presented the key officials and offices of NWSSU, detailing their respective roles and responsibilities in the institution. Dr. Helen S. Cabral then discussed professional ethics and workplace etiquette, providing the participants with insights on proper conduct. The session continued with Dr. Teody Lester V. Panela, University Statistician and former Director of Research and Development Services, elaborating on the university’s research services. Dr. Catherine B. Rodriguez, Director of Extension Services, tackled extension programs of the University, highlighting the university’s commitment to forging partnerships and linkages. The day concluded with an in-depth discussion on NWSSU’s customized PRIME-HRM System of NwSSU and its processes which includes: RSP, L&D, SPMS, and R&R led by Ms. Maria Jona V. Day 2: Quality Assurance, Finance, and Pedagogical Strategies The second day of the event focused on quality assurance and administrative processes. Ms. Claville Meneses, Head of Internal Quality Audit, discussed NWSSU’s quality assurance measures, followed by Ms. Jireh S. Fortaleza’s presentation on the University’s Quality Management System. Ms. Melanie Maria J. Senario, NwSSU San Jorge Campus Accountant and Ms. Jenith T. Salem, HRDO Director of NwSSU Main Campus provided guidelines on travel request processes and requirements, while Mr. Rodolfo B. Corrales, Jr., Supervising Administrative Officer, explained university financial matters. Personnel policies on government working hours and leave privileges were also presented by NwSSU Main Campus HRMO, Ms. Maria Jona V. Ty. The day concluded with a session led by Engr. Ignacio G. Tocayon Jr., Dean of the College of Engineering and Architecture, on Outcomes-Based Education, teaching strategies, syllabus construction, grading systems, and class management. Day 3: University Services, Associations, and Financial Literacy The final day highlighted university services and personnel development. Ms. Toni Charm B. Calag, University Nurse III, introduced medical and dental services within the university, while Ms. Ma. Gemma L. Tapel, Director of the Gender and Development Office, discussed gender sensitivity and gender mainstreaming. Dr. Jannel C. Alviola, Dean of the College of Education, elaborated on the four-fold functions of teachers. This was followed by a presentation from Dr. Leo Jesus M. Lacaba, Confederated President of FFPA-NWSSU and President of FANWSSU, introducing the Faculty Association, highlighting its role in advocating for the welfare of teaching personnel as well as the university’s Non-Teaching Personnel Association and its mission of upholding the rights of non-teaching personnel. The session also included an overview of Communication Manual CMO 63, s. 2017, by SIPP Coordinator Dr. Ana Gretchen D. Tobe, and a discussion on financial literacy by Dr. Gil Leovigildo A. Ancheta, Director of Planning and Development Office. An open forum followed, allowing participants to raise questions and clarifications. The post-test assessment was conducted afterward. The event concluded with a closing ceremony where certificates were distributed by Ms. Maria Jona V. Ty, Ms. Jenith T. Salem, Mr. John M. Tan, and Ms. Florida C. Sison. In his closing remarks, For. NWSSU Hosts Empowering Health Symposium on Substance Abuse and Oral Care

In an effort to promote health awareness and responsible decision-making among students, the University Health Center, in collaboration with the Guidance and Testing Office, PDA-Calbayog Chapter, BPED 3 students, and National Service Training Program (NSTP), conducted a symposium on Substance Abuse and Oral Care for NSTP-Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) students on February 15, at the RSU Socio-Cultural Center. Vice President for Academic Affairs, Dr. Ramil S. Catomora, formally opened the symposium, welcoming attendees and emphasizing the importance of health awareness in shaping responsible and informed citizens. Following this, Student Affairs and Services (SAS) Director Dr. Myra L. Pilpa provided an overview of the event, stressing the importance of proactive education on these issues. PLT. Antonino T. Sabenicio tackled the laws regarding substance abuse, explaining the existing laws and penalties associated with drug use, possession, and distribution. He warned students about the serious legal consequences and societal impact of drug-related offenses. Dr. Cesar T. Sabenicio followed with an in-depth discussion on the health ramifications of substance abuse. He detailed the physiological and psychological effects of drugs on the human body, from organ damage to mental health deterioration. His talk encouraged students to make informed decisions and seek support when needed. Shifting the focus to oral health, Dr. Ellery D. Daguman emphasized the significance of proper dental hygiene in maintaining overall well-being. Her presentation, “Brushing ang Key sa Ngiping Healthy,” highlighted the importance of regular brushing, flossing, and professional dental check-ups. She also gave attendees free toothbrushes as tokens. Dr. Honey Clemens then addressed the issue of unauthorized dental practice, warning students about the risks of seeking unlicensed dental services. She explained how illegal practitioners often lack proper training and equipment, leading to unsafe procedures that can cause complications and permanent damage, or even life-threatening complications. An open forum, facilitated by Mr. Jeilo Maga, provided an opportunity for students to ask questions and engage in meaningful discussions with the speakers. The event concluded with the awarding of certificates followed by closing remarks from NSTP Director and University Registrar, Engr. Ryan Emil T. Zosa IV. In his speech, he commended the speakers for their invaluable insights and encouraged students to apply their learnings in their daily lives. Through this symposium, NWSSU reaffirmed its commitment to holistic education by equipping students with essential knowledge on very crucial topics, empowering them to become a safe, healthy, and well-informed student community.

Strengthening Campus Safety, Security Personnel Urged to Renew Vehicle Pass

FEBRUARY 17 – Following the flag ceremony today, Vice President for Administration and Finance, Dr. Rhio C. Dimakiling, took the opportunity to address NWSSU’s security personnel, reaffirming the importance of maintaining proper security measures across the campus and emphasizing the vital role they play in maintaining a safe and welcoming campus environment. He provided a series of essential reminders aimed at strengthening safety measures and ensuring the well-being of Norwesians. Dr. Dimakiling highlighted that the security personnel’s responsibilities go beyond enforcement, as they contribute significantly to creating a secure and supportive atmosphere on campus. The Vice President also reminded the personnel about the renewal of vehicle passes for 2025, stressing the importance of proper documentation to regulate vehicle access within the university. He encouraged them to facilitate the process efficiently, ensuring that all vehicles entering the premises comply with NwSSU’s security protocols. Through these reminders, Dr. Dimakiling underscored the university’s commitment to campus safety and the crucial role of its security personnel in upholding order and safety within NwSSU.

Cardoso – the university’s third president. Dr. Pecayo’s attendance underscored the commitment of NwSSU to fostering collaboration and academic excellence with SSU. He expressed optimism for strengthened partnerships between the two institutions under Dr. Palencia’s leadership, highlighting their shared vision for regional development. Anchored on the theme “Panaringsing: Sowing the Seeds of Heritage of Excellence”, Dr. Redentor S. Palencia took his Ceremonial Oath Taking and Oath of Office Signing in front of the SSU community and key officials, government officials, officials, members of the Board of Regents (BOR) from CHED, representatives from various colleges, universities, partner agencies and institutions. A Pact for Progress: NwSSU Establishes Partnership with ECT, SIRC, and RMUTPN

In a move to expand its international partnerships and academic collaborations, Northwest Samar State University (NwSSU) has officially established a partnership with the Engineering Council of Thailand (ECT), St. Robert’s International College (SRIC), and Rajamangala University of Technology Phra Nakhon (RMUTPN) through a Memorandum of Understanding (MOU) signed on Feb 9, 2025, at Las Palmas Hotel, Manila. The agreement paves the way for collaborative academic initiatives that will benefit all the institutions and their respective constituents through the newly established linkage. The agreement was signed between NwSSU, represented by its President, Dr. Benjamin L. Pecayo, and the leaders of the three partner institutions: Dr. Chieanchung Kalayanamitr, President of the Engineering Council of Thailand (ECT); Dr. Robert F. Galindez, President of St. Robert’s International College (SRIC); and Dr. Natworapol Rachsiriwatcharabul, President of Rajamangala University of Technology Phra Nakhon (RMUTPN). Grounded in a shared commitment to educational excellence, leadership and community service, and intellectual freedom, the agreement also establishes collaboration in key areas such as faculty, student, and researcher exchange programs, joint research projects, lectures and symposia, exchange of academic materials and information, dual and joint degree offerings, and other academic initiatives. Also present at the ceremonial signing to represent NwSSU were Dr. Ramil S. Catamora, Vice President for Academic Affairs; Dr. Riz Rupert L. NwSSU Engineering Programs Undergo Joint CHED & RQAT Evaluation

On February 12, experts from the Commission on Higher Education (CHED) Region 8 Technical Committee and the Regional Quality Assessment Team (RQAT) conducted a comprehensive assessment of Northwest Samar State University’s (NWSSU) engineering programs at the BDC building. The joint evaluation aimed to determine whether the programs meet the requirements for the Certificate of Program Compliance (COPC), which is a recognition of the program’s quality and standards. NWSSU President Dr. Benjamin L. Pecayo set the tone for the event, reflecting on the long history of the university’s engineering programs. He reaffirmed the university’s commitment to meeting CHED’s policies, standards, and guidelines, acknowledging that the process, though challenging, is essential in ensuring quality education. Dr. Catherine O. Iglesias from CHED RO8 Technical Committee introduced the evaluation team and expressed appreciation for the university’s proactive efforts in making the joint visit possible. NWSSU presented a comprehensive presentation highlighting the strengths of the university’s engineering programs, including its distinguished faculty, state-of-the-art facilities, and industry linkages. Following the presentation, NWSSU CEA officials participated in focused breakout sessions with CHED TC members, including Dr. Catherine O. Iglesias, Dr. Nelly L. Labrada, Dr. Jan Paolo K. Vega, and Engr. Cydric B. Suyom. Engineers Engr. Lyndon Bague, Engr. Flordeliza Villasenor, Engr. Noel Linsangan, and Engr. Nelson Pasamonte joined via Zoom. RQAT members from various engineering disciplines also joined the sessions, including Engr. Julius O. Paler and Engr. Allan L. Bargamento (Electronics Engineering), Engr. Leovegildo E. Cardenas and Engr. Gabino C. Hilvano (Civil Engineering), Engr. Jameson C. Buhayang and Engr. Charito D. Sabate (Computer Engineering), Engr. Ronald B. Lacaba and Dr. Vinyl H. Oquino (Electrical Engineering), Engr. Vic Angelo L. Impas and Engr. Ramon L. Pitao, Jr. (Mechanical Engineering), and Engr. Daniel Leslie S. Tan and Engr. Tessie A. Guial (Agricultural and Biosystems Engineering). Together, they meticulously reviewed the programs in collaboration with NWSSU key officials and CEA faculty. The evaluation identified areas for improvement, and presented a clear roadmap for NWSSU’s continued pursuit of development. Engr. Lyndon Bague, the CHED TC team leader, presented the evaluation’s findings. As a result, the university now has key insights and a strategic plan for improvement. University President Dr. Benjamin L. Pecayo reaffirmed his commitment to ensuring that NWSSU will work diligently to meet CHED’s requirements for the upcoming reevaluation. The program concluded with Dr. Ramil S. Catamora expressing gratitude to the CHED evaluation team, RQAT members, NWSSU officials, and CEA faculty members for their cooperation and dedication throughout the process. In recognition of their efforts, certificates of appreciation were awarded by NWSSU’s key officials to the CHED TC and RQAT representatives. With NWSSU’s commitment to academic excellence and innovation, the university is optimistic about its prospects for obtaining the COPC. NWSSU will continue to work towards meeting the requirements, ensuring that its engineering programs comply with the standards and its graduates meet industry demands.
