Northwest Samar State University (NwSSU) proudly participated in the 16th International Conference on Environmental and Rural Development (ICERD), which was held from March 13-16, 2025, in Tokyo, Japan. Representing NwSSU at the conference was Mr. Shian Morallos, a faculty member from the College of Criminal Justice and Sciences (CCJS), who engaged with international scholars and professionals in exploring innovative solutions for rural sustainability and environmental conservation. The conference was organized by the 16th ICERD Organizing Committee and co-organized by the International Society of Environmental and Rural Development (ISERD), the Institute of Environmental Rehabilitation and Conservation (ERECON), and Tokyo University of Agriculture, Japan. March 21, 2025 — In its third stop across Central Visayas, Northwest Samar State University visited FABLAB Cebu Technological University (CTU) Danao to further enhance its knowledge on innovation and fabrication practices marking a meaningful milestone in NwSSU’s journey to establish its own state-of-the-art fabrication laboratory. The NwSSU delegation was warmly welcomed by CTU-Danao officials, led by Dr. Rose Mary L. Almacen, Campus Director, alongside Delia G. Sabio, NSTP Director; Engr. Jayson G. Bayogo, Adviser of the Engineering Society; and Dr. Joshlen B. Lim from the Information, Communications, and Public Affairs (ICPA) Office. Their guidance provided valuable insights into the facility’s operational strategies and community-oriented programs. The benchmarking activity allowed the NwSSU representatives to gain insights on FABLAB CTU-Danao’s efficient practices. The delegation observed how the facility supports student clients in prototyping projects, cultivating innovation from the ground up. The facility also engages in government-to-government transactions, accommodates senior high school interns in specialized disciplines during SHS work immersion, and extends services to private corporations. A designated manager oversees training programs to ensure skill development and industry alignment. Fablab UP Cebu representatives, including Manager Jonessa Abayon, Administrator Ma. March 19, 2025 — In a strategic move to revolutionize the university’s multimedia production, Northwest Samar State University conducted a benchmarking activity at FABLAB Bohol, the country’s pioneering fabrication laboratory housed at Bohol Island State University. The visit provided NwSSU Officials with key insights into the lab’s management systems, operational workflows, innovative practices, and production experiences. These learnings are expected to guide NwSSU in establishing its own fabrication laboratory while enhancing its income-generating projects and technological initiatives. FABLAB Bohol stands as a model of innovation-driven development. It was established through a collaboration among the Department of Trade and Industry (DTI), the Department of Science and Technology (DOST), the Japan International Cooperation Agency (JICA), and BISU. Innovation in Action: NwSSU’s SIPAG Project Approved by NEDA for 2024 Innovation Grant

Northwest Samar State University (NWSSU) has secured a significant milestone after its project, “SIPAG of Vegetable Farms: Solar-Powered Irrigation and BioPesticide Application Grid with Mobile Control,” was selected as one of the 13 recipients of the 2024 Innovation Grants from the National Economic and Development Authority (NEDA). This groundbreaking project was conceptualized and proposed by Mr. Felix John M. Refamonte, a faculty member of the College of Agriculture and Technology, who spearheaded the development of the SIPAG initiative.  SIPAG, which stands for Solar-Powered Irrigation and BioPesticide Application Grid, revolutionizes agricultural practices by integrating renewable energy and modern technology. The project focuses on utilizing solar-powered irrigation systems to provide a continuous and cost-effective water supply for vegetable farms. By harnessing solar energy, farmers can reduce their reliance on traditional fuel-powered machinery, decreasing operational costs and promoting environmental sustainability.  The initiative also emphasizes the application of biopesticides, offering an eco-friendly alternative to chemical pesticides. This approach enhances crop protection and production while maintaining soil health and biodiversity. Furthermore, the integration of mobile control systems enables farmers to monitor and manage irrigation and pest control processes remotely, increasing efficiency and productivity.  The approval of SIPAG aligns with the goals outlined in the National Innovation Agenda and Strategy Document 2023-2032, showcasing Filipino ingenuity in addressing local agricultural challenges. USWAG Regional Startup 2025 Caravan Spurs Innovation in Eastern Visayas

The USWAG Regional Startup 2025 Caravan drove startup growth and innovation across Eastern Visayas during its two-day event last February 20-21, 2025. Held to empower aspiring entrepreneurs, the initiative brought together industry experts and startup advocates to discuss opportunities, strategies, and collaborative development programs. Dr. Benjamin L. Pecayo, Unversity President set the tone with a welcome message emphasizing the importance of promoting a dynamic startup ecosystem in the region. His remarks highlighted the role of innovation and extension in driving economic progress and sustaining long-term growth. Key discussions included “Strategies on Drafting Proposals for Funding,” led by Engr. Raven C. Tabiongan, SIGISDAC Center Director of Samar State University (SSU). His session guided participants in crafting proposals to secure financial support for startup ventures. The Startup Grant Fund (SGF) Program was also highlighted, with Engr. Reggie S. Mendoza, USWAG Project Assistant at SSU, detailing funding mechanisms available for emerging businesses. Meanwhile, Dr. Vivian L. NwSSU Takes Steps Towards Full Compliance in PRC Food Tech Program Evaluation

Northwest Samar State University (NwSSU) key officials and representatives from the Professional Regulatory Board (PRB) of the Professional Regulation Commission (PRC) convened today at 8 AM in the NWSSU Board Room to inspect and evaluate the university’s Food Technology program. This evaluation aimed to assess NWSSU’s compliance with the Policies, Standards, and Guidelines (PSGs) set for the Food Technology program. Dr. Gil Leovigildo A. Ancheta, speaking on behalf of University President Dr. Benjamin L. Pecayo, formally opened the meeting. Hon. Anthony C. Sales, Chairperson of the PRB for Food Technology, emphasized the importance of periodic evaluations, stating that all higher education institutions (HEIs) offering Food Technology must undergo PRC inspections every three years for recertification. The evaluation, led by PRB Chairperson Hon. Anthony C. Sales, alongside Hon. Remedios V. Baclig and Mr. Jericho O. Espada, focused on ensuring NwSSU’s alignment with the PSGs for the Food Technology program. Compliance is essential for the Bachelor of Science in Food Technology (BSFT) program to secure a Certificate of Compliance (COC), which enables graduates to take board examinations and enhances their employability. Ms. Maria Nofrelij J. Cuadra, the BSFT Program Chair, led the presentation detailing NWSSU’s actions to address previous inspection findings. These actions included facility renovations, budgeting for recommended equipment, and implementing faculty and staff development programs. The discussion also covered the status of past program graduates. The PRB made several recommendations to elevate the program further, including the proposal to issue graduates a Certificate in Food Technology (FT). This certificate would allow graduates to seek employment in the field without the necessity of board examinations, thereby increasing their employability. Following the evaluation, NWSSU was recognized for its progress toward full compliance. The university is optimistic about closing the remaining gaps necessary for achieving this status. Dr. Benjamin L. Pecayo, University President, delivered a message underscoring the university’s commitment to addressing the evaluation results and enhancing the program. In closing, Dr. Ramil S. Catamora, Vice President for Academic Affairs, expressed confidence that through ongoing improvements and collaboration, NWSSU would soon achieve full compliance. PBB 2023: NwSSU Takes Proactive Steps Towards Enhanced Eligibility and Distribution

In a significant development for university staff and administrators, top management and department heads convened on Friday, February 7, 2025, for a crucial meeting regarding the 2023 Performance-Based Bonus (PBB). The meeting, which took place at the Business Development Center’s 2nd floor, addressed key concerns following recent correspondence from the Department of Budget and Management about the university’s eligibility status. During the extensive afternoon session, officials delved into a thorough review of performance ratings, identifying departments with performance ratings below the required threshold for improvement based on the PBB criteria. Officials engaged in constructive discussions to address performance gaps, with commitments made to enhance internal processes and maintain a culture of excellence. Similarly, the discussion focused on non-compliance with agency accountabilities, reviewing areas that required immediate attention. The meeting emphasized the importance of compliance to strengthen the university’s standing in future PBB evaluations. A significant portion of the discussion centered on the newly implemented guidelines under Executive Order No. 61 and TWG Resolution No. 2024-2, which outline the appeals process for PBB 2023. These guidelines introduce a structured process for addressing concerns and clarifications, ensuring fairness and transparency. Attendees were informed of the process, which provides a clear framework for resolving issues related to PBB eligibility. The meeting also resulted in the finalization of documentary requirements for PBB release. Various departments were assigned specific responsibilities to expedite the processing of bonuses, streamlining the approach to ensure timely distribution to eligible employees.
