North West Samar State University Gears Up for FY 2025 Procurement Planning

Northwest Samar State University has initiated its annual Procurement Planning for Fiscal Year 2025 with a two-day seminar-workshop. The event, held on October 14-15, 2024, at the 4th floor of the Administrative Building, aimed to enhance the university’s procurement strategies and develop a comprehensive plan for successful operations while adhering to government regulations. A key expert in public procurement served as the resource speaker.Key university officials, teaching and non-teaching personnel, and support staff from both the main campus and the San Jorge campus participated in the seminar, both in-person and via Zoom. The first day began with a warm welcome for the resource speaker and participants. University President, Dr. Benjamin L. Pecayo, delivered opening remarks, emphasizing the importance of an efficient and streamlined procurement planning process to ensure the university’s growth and commitment to delivering quality services.The day continued with a comprehensive seminar workshop led by Mr. Andy G. Matula, a Public Procurement Specialist. Mr. Matula covered the preparation of technical specifications, scope of work, and terms of reference, along with a vital discussion on cost estimation. This critical aspect plays a pivotal role in budgeting and the preparation of the Project Procurement Management Plan (PPMP). Day two commenced with a session on standard bidding procedures, facilitated by Mr. Matula. Participants received an in-depth look at the legal and technical requirements for the bidding process, with a focus on transparency and compliance with procurement laws. This was followed by a discussion on the New Government Procurement Act (Republic Act No. 12009), ensuring that university staff are well-versed in the latest policies governing public procurement. Mr. Matula’s expertise helped clarify common issues encountered during procurement and provided practical solutions to address these challenges effectively. In the afternoon, university officials and end-users participated in hands-on exercises to reinforce their learning. Each office had the opportunity to apply the knowledge gained during the seminar through a presentation of their outputs. The closing ceremony, which was led by Dr. Ramil S. Catamora, Vice President for Academic Affairs, then ensued. Dr. Catamora expressed his appreciation for the active participation of attendees and the valuable contributions of the resource speaker. The seminar ended with the awarding of certificates to the speaker and participants.

Calbayog Lunsod, Lunsad Summit Ignites City’s Creative Future

October 14, 2024- Calbayog City Convention Center buzzed with energy through the “Lunsod, Lunsad” Creative Industry Summit as part of the city’s Charter Day celebration. The event brought together key players in the creative industries, including from Northwest Samar State University led by Dr. Riz Rupert L. Ortiz, VP for Research, Innovation, and Extension, Dr. Ervin Rodriguez, Director for Innovations, and Mr. Jake Calagos, Director of the Integrated Multimedia and Communications Office, along with his staff. City Mayor- Hon. Raymund C. Uy, along with other LGU officials, showed strong support for the creative industries by attending the event, which also included local artists and artisans, entrepreneurs, students from CADSEV and the Special Program in the Arts of Calbayog City National High School, DepEd teachers, and industry stakeholders. The summit featured thought-provoking talks from renowned experts. Ms. Cris Dumlao, Animation Producer and Creative Director of Digital Innovators, Inc., discussed the importance of sustainable creation in the creative industries. Mr. Jo-Dann Darong, Director III, Competitiveness and Innovation Group of the Department of Trade and Industry (DTI), delivered an energetic and comprehensive presentation on Republic Act No. 11904 or “An Act Providing for the Development and Promotion of the Philippine Creative Industries, and Appropriating Funds.” Engr. Meilou Macabare, DTI Provincial Director (Samar), affirmed the agency’s commitment to the “Lunsod Lunsad” roadmap. Their discussions sprouted a lively and comprehensible open forum. In a major boost to Calbayog’s creative aspirations, the DTI announced full funding approval for the city’s project to transform the Handuman into a thriving creative hub. Calbayog was selected from over 1,000 cities and municipalities vying for the funding, landing among the 62 recipients. Mayor Uy, in his speech, recognized the emerging importance of the creative industry and the national agency’s aggressive approach to its implementation. He pledged his support to bring creative initiatives to the grassroots level within Calbayog City. Calbayog’s own creative icon, Mr. Aris Ventures, delivered an inspiring message to the audience, encouraging them to embrace their creativity and love for their city. Beyond knowledge sharing, the summit showcased the talents and products of Calbayognon artists. A vibrant display of creative works filled the venue, highlighting the city’s rich artistic heritage. Intermission numbers featuring Waray dance and songs, performed by students, further enlivened the event. The “Lunsod, Lunsad” Creative Industry Summit proved to be a resounding success, fostering an exchange of ideas, showcasing local talent, and solidifying Calbayog City’s commitment to nurturing its creative potential. This summit, coupled with the DTI funding, marks a significant step towards establishing Calbayog as a thriving hub of creativity.

NwSSU was represented by Engr. Rhio C. Dimakiling, Vice President for Administrative Affairs; Mr. Redem D. Tingzon, Project Development Officer III; Mr. Jake B. Calagos, Director of the Integrated Multimedia and Communications Office; along with Engr. Mariel Jane Saberon, Mr. Jay Angelo N. Gohol, Mr. Dane Jhad G. Ortiz, and Mr. Joseph Renor C. Obrino. Together, they explored opportunities for collaboration and knowledge exchange with industry leaders.. The university’s participation in this prestigious event aligns with its strategic goals to enhance its administrative capabilities and explore advancements in printing technologies. Moreover, it aims to gain knowledge on these trends as part of preparations to implement an increased capacity in print media production. NwSSU College of Nursing Welcomes New Batch of Aspiring Nurses

The Northwest Samar State University’s College of Nursing (CON) held its 2024 Convocation on October 7th, 2024, officially welcoming its newest batch of aspiring nurses. The event, themed “Igniting the Torch of Care: Welcoming the Pioneers of Nursing,” took place at the 4th Floor Administrative Building and brought together students, faculty, and university leaders for a full-day program focused on nursing education. The program was attended by Dr. Ramil S. Catamora, Vice President for Academic Affairs, who delivered the opening remarks; followed by Mr. Carl Neill M. Delrosario, RN, MAN, LPT, CON Program Chair, who provided a rationale for the program. The event also included contributions from various NwSSU-affiliated organizations such as Dagway Theater, The Courier, and the NwSSU Singers. The Institutional Student Council Committee (ISCC) organization, along with the CBL and other student body organizations, provided an accreditation briefing. The convocation’s first part concluded with an open forum, offering students a platform to engage with faculty members and gain insights into the expectations and requirements of their nursing education. The second part of the convocation commenced with a welcome tour led by the ISCC Officers. Students were guided through the College of Nursing’s key facilities, gaining familiarity with the academic environment that will shape their educational journey. The formal closing of the program featured the awarding of certificates, presided over by Dr. Ramil Catamora, and the Dean of the College of Nursing, Dr. Bianca Genel B. Bedio, RN, MAN, CHRA. NwSSU partners with Pastora’s Bilao and Catering Services for SCUAA 2024

October 7, 2024 – Northwest Samar State University has officially partnered with Pastora’s Bilao and Catering Services (PBCS) as a Palladium Partner for the upcoming State Colleges and Universities Athletic Association (SCUAA) 2024. The ceremonial signing of the partnership agreement took place at the University Board Room, NwSSU, marking a significant milestone in the university’s preparation for the prestigious athletic event. Representing NwSSU was Engr. Rhio Dimakiling, Vice President for Administrative Affairs, who signed the agreement on behalf of the University President. PBCS was represented by its proprietors, Mr. Marvin Aguilar and Mrs. Christine Joy Aguilar.The signing ceremony was a testament to PBC’s cooperation in upholding the overall success of SCUAA 2024.

NwSSU Empowers Volunteers and Nursing Students with Essential First Aid Skills

Northwest Samar State University held a Basic First Aid Training on October 4, 2024, at the Administrative Building, 4th floor.The program aimed to equip both volunteers and first-year nursing students with essential first aid knowledge and skills. Attended by university health clinic personnel, volunteers, and nursing students, the training provided a comprehensive learning experience through both lectures and hands-on demonstrations. The program commenced with opening remarks and rationale delivered by Dr. Ramil S. Catamora, Vice President for Academic Affairs. Dr. Ellery D. Daguman then provided a comprehensive introduction to first aid, setting the stage for the lectures and demonstrations. The Guest speakers- Dr. Cesar D. Sabenicio delivered a detailed lecture on basic first aid covering topics on wound care, bleeding control, and basic life support. Following the lecture, Dr. Bianca Genel B. Bedio led a hands-on session where participants practiced essential first aid skills with the supervision and guidance of University Health Clinic personnel. The event also conducted pre- and post-tests to assess participants’ understanding of the topic. The program concluded with closing remarks from Dr. Myra L. Pilpa, Director of Students Affairs and Services who thanked the participants for their active engagement and encouraged them to utilize their newly acquired skills to help others in need. The Basic First Aid Training was a success, equipping participants with valuable knowledge and skills that will empower them to respond effectively in emergency situations.

City Health Office Leads HIV/AIDS Awareness Campaign in Calbayog

On October 3, 2024, the City Health Office of Calbayog City hosted an STI/HIV and AIDS Forum held at the Calbayog Convention Center, as part of the upcoming Charter Day celebration on October 16th. The forum aimed to raise community awareness about these critical public health issues and highlight the importance of Republic Act 11166, also known as the Philippine HIV and AIDS Policy Act. It also emphasized the upholding of rights of individuals affected by HIV and AIDS. The forum gathered participants from NwSSU and other city institutions. The City Health Office hopes that this forum will empower participants to become active advocates for HIV/AIDS awareness and prevention. By promoting education and understanding, the city aims to create a more supportive and inclusive environment for individuals living with HIV and AIDS.

NwSSU Foster Visual Storytelling with Photography Seminar-Workshop

On October 3, 2024, the Integrated Multimedia and Communications Office (IMCO) and the Office of the Institutional Supreme Student Council (ISSC) of NwSSU organized an engaging seminar-workshop on Documentary and Sports Photography at Business Development Center.Spearheaded by Jake B. Calagos, Director of IMCO, and Mr. Jonathan M. Peru, President of the ISSC, the event aimed to immerse students in the art of visual storytelling, fostering a deeper appreciation for the power of photography. The seminar provided participants with a comprehensive foundation in photography, featuring expert presentations on essential topics. Mrs. Ofelia Nuñez-Bulingking, Head of IMCO-Print Media, kicked off the session with “Basics of Photography: Capturing the Right Moments.” The session was followed by relevant discussions of equally renowned and award-winning photographers. Mr. Alfred Gregory E. Bartolome gave insights into documentary photography. Mr. Khadaffy Briones Manaog focused on the features of sports photography, while Joel D. Manadong addressed basic safety and perimeter for sports shooters. Each session combined theoretical knowledge with practical tips, empowering students to enhance their photographic skills. Adding to the significance of the event were the opening remarks delivered by Engr. Rhio C.Dimakiling, VP for Administrative Affairs. Messages of support were also conveyed by Mr. Jake B. Calagos, CHRA, Director of IMCO and Mr. Jay Angelo N. Gohol, Head of IMCO-Digital Media. Following the informative sessions, participants engaged in a hands-on workshop, where they had 30 minutes to capture photographs around the campus. The outputs were then presented and critiqued, showcasing the creative interpretations and technical skills acquired throughout the day.
