This restructuring allows the PDSO to function as the central planning and development hub, ensuring that all university departments whether academic, administrative, or research-focused work in concert to achieve shared goals.
Ultimately, this reorganization will enable more agile, responsive, and strategic management of the university’s growth. Background
The planning and Development Services Office (PDSO) plays a pivotal role in shaping the strategic direction and growth of the university. Its mandate encompasses a broad range of critical functions, from strategic planning to the oversight of project development and infrastructure management, all of which directly contribute to the university’s long-term goals. Given the increasing complexity of the university’s needs and the strategic importance of PDSO’s work, the office must operate under the direct supervision of the Office of the University President.
The Primary reason for this reorganization is to ensure that PDSO’s functions are aligned more effectively with the university’s overarching mission, which spans multiple domains Academic, Research, Extension, and Innovation, as well as Administrative and Finance Services. These diverse yet interconnected areas require cohesive planning and integrated development to propel the institution forward. Placing the PDSO under the Office of the University President, can guarantee that all initiatives, whether in academic , infrastructure, research, or external prtnerships, are seamlessly integrated into the university’s strategic vision.

Planning & Development Services
The Planning and Development Services Office (PDSO) is led by the Director and includes the Planning, Project Development, Infrastructure Project Management, and Public-Private Partnership units. These units are primarily responsible for overseeing the strategic planning, development, implementation, and management of the university’s institutional projects and infrastructure. The PDSO ensure that all initiatives align with the university’s long-term goals and contribute to its growth and sustainability.
Planning Office
- Role: Assists the University President in formulating, monitoring, and evaluating both Strategic and Operational Plans to ensure effective institutional planning.
- Functions: Collaborates with university units to prepare and update institutional development plans, leads Consultative Assemblies to align proposed programs with GAA funding, and ensures compliance with reporting standards such as the Quarterly Physical Report and Agency Performance Report
Project Development Unit (PDU)
- Role: Supports the University President in the conceptualization, development, and implementation of university programs and projects.
- Functions: Assists in securing partnerships with the funding institutions, provides technical review, assessment, and coaching for project proposals, and collaborates with university offices in establishing programs and projects aligned with the university’s strategic directions.
Infrastructure Project Management Office (IPMO)
- Role: Responsible for the planning, design, and management of priority infrastructure projects in alignment with the university’s strategic goals.
- Functions: Conducts preliminary engineering surveys. prepares feasibility studies and detailed designs, supervises the implementation of infrastructure projects, and monitors contractor performance.
Public-Private Partnership (PPP)
- Role: Manages and facilitates Public-Private Partnerships to support the development of university infrastructure and other strategic initiatives, ensuring alignment with the university’s long-term goals and priorities
- Functions: Responsible for managing and facilitating partnerships with private sector entities to support the development of university infrastructure and other strategic initiatives. The unit identifies and develops potential PPP opportunities, negotiates and structures partnerships agreements to ensure alignment with the univeristy’s goals, and coordinates with the Project Development Unit (PDU) Development Unit (DU) and Infrastructure Development Management Office (IPMO) to integrate PPP projects into the broader institutional plans.
