CALBAYOG CITY — Northwest Samar State University (NwSSU) formally turned over the Comprehensive Land Use Plan and Zoning Ordinance (CLUP) to the Local Government Unit (LGU) of Almagro during a ceremonial turnover held on July 8, 2026, at Red Iron Hotel, Calbayog City.
The turnover marked the completion of the University’s technical assistance in the preparation of Almagro’s Comprehensive Land Use Plan and Zoning Ordinance, a planning document that will serve as a framework for the municipality’s sustainable land use, zoning, and long-term development.





The program featured the presentation of the CLUP’s highlights and key components, including its three-volume document and the Climate and Disaster Risk Assessment (CDRA). Representatives from NwSSU’s planning and project teams discussed the plan’s major features and the collaborative process undertaken in its development.
The Department of Human Settlements and Urban Development (DHSUD), represented by Regional Director Cristie Y. Reyes, delivered a message of support, recognizing the importance of evidence-based planning in promoting sustainable local governance.
Municipal Mayor Hon. Candido O. Bona Jr. delivered the acceptance message and reaffirmed the municipality’s commitment to implementing the Comprehensive Land Use Plan and Zoning Ordinance as a guide for future development.
The ceremonial turnover was led by NwSSU President Atty. Lorelie M. Fabillar-Tangaran, who formally presented the completed CLUP documents to the Municipality of Almagro through the signing of the Turnover Certificate and Acceptance Document.
Also present during the activity were Dr. Teodoro A. Amatosa Jr., Vice President for Research, Innovation, and Extension; Dr. Rhio C. Dimakiling, Chief Administrative Officer and Project Leader; Dr. Jonah L. Salcedo, Head of the Planning Office and Director of the Center for Futures Thinking and Strategic Foresight; Engr. Marlon D. Sobreviga, Director of the Infrastructure Project Management Office; Ms. Xenon Chloe L. Gaden, Planning Officer II; Mrs. Rosalina L. Tarrayo, Environmental Planner and Program Chairperson for Community Development; Ms. Rose Angeli M. Medrina of DHSUD; and other officials and stakeholders.






The activity reflects NwSSU’s continuing commitment to providing technical expertise and strengthening partnerships with local government units in support of sustainable development, evidence-based planning, and community advancement.
