Northwest Samar State University (NwSSU) successfully concluded its Two-Day Orientation on the Basics of Government Procurement with New Government Procurement Act (NGPA) Updates on November 21, 2025 at the Business Development Center (BDC).Â
The orientation featured Dir. Imelda C. Laceras and Ms. Florita M. Lacdo-o, both recognized trainers and resource speakers accredited by the Department of Budget and Management (DBM) and the Government Procurement Policy Board (GPPB). Participants included end-users, rank-and-file employees, and secretaries responsible for preparing requests, processing documents, and ensuring compliance with procedural and documentary requirements.Â






The program was organized to deepen the understanding of procurement principles under Republic Act No. 9184 (Government Procurement Reform Act) and the New Government Procurement Act (NGPA). It also aimed to strengthen compliance with NGPA, the Commission on Audit (COA), and GPPB standards, while improving institutional systems for procurement documentation and reporting. By doing so, the orientation sought to promote accountability and transparency in project implementation, ensuring that personnel are well-equipped to uphold the highest standards of governance.Â
In the morning session, Dir. Laceras provided further insights on strategic procurement planning, clarifying key processes and offering practical guidance for attendees. This was followed by the main discussion led by Ms. Lacdo-o, who tackled essential topics such as Modes of Public Procurement, Contract Implementation, and Sanction Mechanisms. An open forum allowed participants to raise questions and gain more accurate information regarding the discussions, ensuring that the learning experience was both interactive and responsive to institutional needs.Â








Before the orientation concluded, attendees completed a post-test to assess their learning outcomes, followed by evaluations and important announcements. The program ended with the awarding of certificates to both the resource speakers and the participants, recognizing their commitment to strengthening procurement practices within the university.Â
This initiative reflects NwSSU’s continuing dedication to good governance and quality management. By investing in capability development and internal process improvement, the university reinforces its culture of compliance, transparency, and accountability across all operational units. It also provides a platform for addressing common procurement issues, interpreting new policies, and fostering a stronger institutional commitment to ethical and effective public service.
